Junior Miss (at least in its volume #2 Marvel, 1947 series from issues #24 to #34) was a vehicle for Marvel’s popular gal Cindy.
The “Cindy and boy pal Chuck Rivers at a football game cover” is by artist Kenneth Bald. Issue #28* is dated January 1948 and features editing by the comic legend Stan Lee.
